Otto Kubel (1868-1951) was a well known German artist who often worked in the silhouette genre. This picture is of a chimney sweep talking to a group of children. The black paper is cut to depict the scene in delicate detail including the man's moustache and the bow on the girl's dress. The black silhouetteis adhered to cream paper except in a few spots (see photos.) It come in an antique wood frame without glass, but should be reframed, but the image is in very good condition.
